While I don't condone their behavior it's easy to understand why they did that and I think you painted an accurate picture re: attitudes toward working and being a student. Also things we view as wrong or illegal are sometimes just a way of life in Russia (eg. bribes) and Russians living abroad might not know that.<br /><br />It also seems that some Russians abroad are all too eager to cheat the system as this was a means of survival in Russia for so long. I'll check on that further, as these cyberguys are wily!
